      This is tracking the upstream effort needed to deliver the solution to the bug described below.

       The test is flaky in u/s CI. See logs from http://wsfd-netdev-sbr1.anl.eng.rdu2.dc.redhat.com:8080/20250915-050015/report.html

      Note that the logs does not show "failed" as usual but 

      176: ovn – ACL Sampling – parallelization=yes – ovn_monitor_all=yestimeout: sending signal TERM to command 'make' Terminated

      And the system-kmod-testsuite.log shows that's well a failure:

      system-ovn.at:13380: wait failed after 30 seconds
      ./ovs-macros.at:256: hard failure

      This seems to be a test issue rather than an OVN issue.
