Investigate brew tagging/labeling options for OVN "release candidate" builds

      QE has an extensive downstream testsuite that should be run

      • Against builds that are destined to be placed on errata.
      • Once per week as a way of early detection of regressions.

      The way we have discussed doing this is to provide some sort of tag/label/attribute for the builds in brew so that QE's tools can react to this tag by running the more extensive testsuite.

      For this task, we need to determine the options for labeling builds in brew. Can builds have arbitrary tags/attributes attached? Can this be done with rhpkg when creating the builds? Can these tags/attributes be applied after a build is already made or must they be present at the time the build is created? Can these tags/attributes be applied by OVN's syncing tools? If these are not options in brew, what are our alternatives?

      The output of this task should be a plan for how and when to apply these tags to downstream OVN builds. Once QE has looked at the plan, and it is approved, we can create the tasks to actually make the necessary changes.
