      When an idle VM vhu port coexists with an active DPDK port on the same CPU sibling,

      This task is tracking the test case writing activities to cover the bug described below.

      PDK RX perforamnce is dropped when there is a vhu port with no traffic(PMD usage 0%) exists on the same sibling's CPU.

      The issue is observed when DPDK port uses PF and VF.

      How reproducible?
      Always.

      Reproducing step
      1. Deploy RHOSP17.1.2.
      2. On a compute node, launch a VM whose port uses the same sibling's cpus of DPDK port
      3. Shutdown the VM and confirm that the port exists on the same sibling's cpus of DPDK port.
