      This is tracking the upstream effort needed to deliver the solution to the bug described below.

      PDK RX perforamnce is dropped when there is a vhu port with no traffic(PMD usage 0%) exists on the same sibling's CPU.

      The issue is observed when DPDK port uses PF and VF.

      How reproducible?
      Always.

      Reproducing step
      1. Deploy RHOSP17.1.2.
      2. On a compute node, launch a VM whose port uses the same sibling's cpus of DPDK port
      3. Shutdown the VM and confirm that the port exists on the same sibling's cpus of DPDK port.
