      Given a RHEL compute node running OVS-DPDK with DPDK 24.11.1+ and at least one DPDK interface using dpdk-lsc-interrupt=true,

      When a sysadmin monitors the dpdk-intr thread for 60 seconds during steady-state traffic,

      Then, that thread does not consume 100% of CPU time and each epoll_wait calls include sleeping between genuine link events.


      ( ) The epics work is available in a downstream build (nightly/Async or other)


      ( ) All cards under the epic have been moved to Done

      Compute node deployed with OVS-DPDK has dpdk-intr thread running at 100%

      PMD threads appear idle at 1%.
