CLONE [ovn22.09 fast-datapath-rhel-9] - Investigate failure of OVN I-C tests

      Lately the tests related to OVN I-C seem to fail more often, it's still "just" flake. The one failing the most is "ovn-ic – route sync – multiple logical routers".
