      This epic tracks all the effort needed to deliver the solution related to the feature request described below.
      New DPDK LTS versions have been released upstream: DPDK 23.11.4, DPDK 24.11.2.

      These contain the latest fixes backported from DPDK 25.03 release.

      Update OVS branches to use these DPDK releases:

      OVS main -> DPDK 24.11.2

      OVS branch-3.5 -> DPDK 24.11.2

      OVS branch-3.4 -> DPDK 23.11.4

      OVS branch-3.3 -> DPDK 23.11.4
