      Given a system administrator is configuring OVN with HTB QoS,

      When link speed is available,

      Then the HTB Qdisc scheduler root max-rate should be set to match the reported link speed.

      Given a system where OVS does not report link speed,

      When HTB QoS is configured,

      Then a default max-rate value should be used.
