Given a basic OVN-IC environment is configured on two systems (az1 and az2) with the topology shown in the description, and Geneve tunnels are set up for interconnection,

When the configuration command ovn-nbctl add logical_router_port lr1-ts1 networks "169:254:100::1/64" is removed from the client system,

Then, the physical interface should not exhibit a high packet rate for IC communication packets and the OVN IC Southbound database (ovn_ic_sb_db.db) should not show continuous significant growth.

This task is tracking the test case writing activities to cover the bug described below.

config a basic ovn-ic env on two systems, the details are  in attachments

      topo as below:

on the client system, remove this configuration,

      ovn-nbctl add logical_router_port lr1-ts1 networks "169\:254\:100\:\:1/64"

then capture packets on the physical interface which set the geneve tunnel, we can see about 10000pps packets on it. and the ovn_ic_sb_db.db is increased all the time.

all logs and DBs are in attachment.
