[CI] Slightly reduce ovn-nbctl boilerplate in tests

      The goal of this epic is to improve two main area in out testing:
      1. Creation of connection between LR and LS.
      2. Creation of localnet port.

      Both of those take several commands. We can have a helper that will substitute those commands with a single one that could be used instead.
