Update OVS downstream to use DPDK 24.11.3/23.11.5

      New DPDK LTS versions have been released upstream: DPDK 23.11.5, DPDK 24.11.3.

      These contain the latest fixes backported from DPDK 25.07 release.

      Update downstream OVS branches to use these DPDK releases:

      RHEL10
      OVS branch-3.6 -> DPDK 24.11.3
      OVS branch-3.5 -> DPDK 24.11.3

      RHEL9
      OVS branch-3.5 -> DPDK 24.11.3
      OVS branch-3.3 -> DPDK 23.11.5
