      Given OVN build that supports disable_garp_rarp on LRP,
      When the option is set to true on an LRP,

      Then, ovn-controller emits no gratuitous ARP or RARP frames for that port during creation, chassis move, or CMS restarts.

      Today, this option is available for Logical Switch Ports but not for Logical Router Ports.

      This is needed to support EgressIP functionality to solve the issue where the CMS hasnt configured SB DB (indirectly) before ovn-controller consumes it and we'd like the option to silence GARPs for this scenario.

      We have a hack work around implemented in ovn-kubernetes. The hack isnt so bothersome but its unknown if there is any issue with it as its not proven on the field so we'd like this option. Thanks.
