Update OVS upstream to use latest DPDK LTS versions

      New DPDK LTS versions have been released upstream: DPDK 23.11.5, DPDK 24.11.3.

      These contain the latest fixes backported from DPDK 25.07 release.

      Update OVS branches to use these DPDK releases:

      OVS main -> DPDK 24.11.3

      OVS branch-3.5 -> DPDK 24.11.3

      OVS branch-3.4 -> DPDK 23.11.5

      OVS branch-3.3 -> DPDK 23.11.5
