Recently, Telco hit 10 years old pyudev bug which causes pyudev traceback in their environment when pyudev is synchronously handling a lot of events when TuneD is waiting for udev to settle.

Until we have python-pyudev fix ready, we need to temporally disable startup_udev_settle_wait in the FDP.
