      In FDP-1271, hardware offload fails when ct_state is present on VLAN flows with CX-5 adapters on RHEL 9.2. This seems to be a regression in RHOSP 17.1.5, it's happening with ovn24.03-24.03.5-4.el9fdp.x86_64.

      The goal for this ticket is to do the RCA and document any possible fixes needed.
