There is an intermittent low-performance issues observed in SR-IOV DPDK PvP scenarios specifically on VMs using VF passthrough with Intel NICs (i40e and ice drivers) on RHEL10.

Performance randomly drops significantly below expected benchmarks (from ~35Mpps down to ~18Mpps).
