Add primitive support to ovs kernel datapath for socket forwarding.

      This will be needed to allow the userspace to directly forward to a socket.
      We can take multiple approaches, for example having a forwarding action that uses a
      socket inode and netns details, or by doing a separate lookup action and storing
      the result.
