[RFE] ovs-tcpdump support for virtio_user (or etc)

      Given a system administrator using OVS with DPDK and virtio_user interfaces,

      When they attempt to capture traffic using ovs-tcpdump,

      Then the tool should support virtio_user interfaces either automatically or via a manual flag.

      A suggestion came in on the mailing list to add virtio_user to ovs-tcpdump:

      Previously I investigated this, but couldn't find a good way to detect at runtime if DPDK was even built with this.

      However, the performance improvement cannot be ignored. We should investigate if that is possible, and if not, add this as an optional command line flag.
