Centralize LimeExplainer parameters in one place

      In order to make LimeExplainer parameters visible and configurable from one place it would be nice to move them into LimeConfig and make them configurable. For example this would involve SampleWeighter.SIGMA, Type.NUMBER.CLUSTER_THRESHOLD, etc.
