Since defragmentation in OCP is controlled by the Cluster etcd Operator, and we aren't using the CEO in MicroShift, we need to replicate the control loop for etcd defragmentation in a way that is acceptable for MicroShift's design principles.

This sub-task will track the creation of an enhancement for MicroShift to determine the method - goroutine, cronjob, systemd unit, etc - for controlling the periodic defragementation of etcd.
