Konflux won't publish images to the brew registry anymore. Thus the Index-build/qe-app-registry might not work well. Because Index-build uses bundles from brew registry to build index images across all OCP versions.

Meanwhile, we are using the stage registry to release pre-GA operator for internal consumption and validation.

In order to consume and test the latest bundle/FBC from Konflux in tests-private repo, we need to create the dedicated FBC in automation code using the FBC image built from Konflux pipeline.
