ESO GA'ed in 4.20 and is only supported in 4.20. Since 4.20 was GA'ed recently, not many customers are expected to upgrade to the same. We need to extend the ESO feature to 4.18 and 4.19 as well to encourage the adaptation of RH ESO.

As part of this spike we need to investigate the changes that are required for extending ESO feature to said releases and also check the upgrade compatibility.
