narayana starter takes its own version of SB

In release 2.7.8.ER1 we have narayana starters in version 2.6.7.redhat-00006. But this version of narayana-spring-boot-starter, includes spring-boot-starter in version 2.7.2.

In our test app, we are using artifacts from 2.7.8.ER1 list, and specially setting spring-boot.version to 2.7.8. (using `mvn -Dspring-boot.version=2.7.8`)  But this override sometimes does not work and narayana takes spring-boot in version 2.7.2. We see this on maven version 3.6.3. Narayana starter is here forcing entire application to run SB 2.7.2.

On maven 3.8.5 the version inside narayana is overriden and it takes SB 2.7.8.
