We need to create an OLM bundle for the Flink Kubernetes operator (version 1.13 - soon to be released), this should use our own operator image.
Previous bundle builds can be found in the flink-build-configs repo.
Historically, the upstream Operators's OLM builds have not been kept up to date. So the previous build done in the flink-build-configs repo was a custom build. However, there now appear to be upstream OLM releases for the operator, so we should make sure our downstream build aligns.
