As a follow up to this PR [1] we should document why these network goals are disabled by default when users do not provide network capacity settings. We should also mention the importance of having them enabled, and maybe offer some guidance on how users can determine and set these network capacity settings themselves.

mmaison@redhat.com had some interesting ideas on this and would be worth syncing with before working on this task.
