TS plugins have dedicated class loaders configurations, so they should have dedicated libs folders (one for each supported plugin). 
 
But that means we will release duplicated libraries in our build. Not sure if it's good or not.
 
For example, both kafka and tiered storage depends on jackson-xxx libs, we have to include the jars in kafka's libs folder, and tiered storage's libs folder.
