We need to inspect the upstream Cruise Control code base and identify usages of any non-public internal Kafka APIs.

For each instance we need to identify how we could switch them to a public version and what changes would likely be required elsewhere (most likely testing) because of them.

These need to be summarised in a document for review by the team and then submission to the Cruise Control community for review.
