[PROD] Add "Tini" RPM build to CPaaS pipeline

      As of right now, we manually build and release the "Tini" RPM [1] to Streams RPM repos as part of the main product release. We should find a place in the core CPaaS pipeline to store the RPM spec and build commands to automate this process as much as possible.
