It is now clear that the controller scaling is not going to be supported by Strimzi / streams for AK on OCP with Kafka 3.9. As users will have to deal with this limitation while ZooKeeper is removed, we should make sure it is properly documented. We should make sure to:

• Document the limitation in a visible place
• Explain what this limitation really means:
  • It affects attempts to scale the node pool with controller nodes up or down
  • It affects the controller role being added or removed from a node pool
  • It affects node pools with controller role being added or removed
  • It impacts both controller-only nodes as well as mixed nodes
