It appears we use a statically linked build of lz4 in our latest Kafka 3.5.2 build [1]

> ldd liblz4-java.so
ldd: warning: you do not have execution permission for `./liblz4-java.so'
        not a dynamic executable

We should point the Kafka build to use a dynamically linked build of lz4 [2] to meet FIPS requirements.
