When we configure the default Kafka quotas plugin in the .spec.kafka.quotas section of the Kafka CR, we are limiting the internal users that are used by Topic Operator or CruiseControl - for example controller mutation rate configuration will limit Topic Operator during creation / update / deletion of the Kafka topics.

We should document this limitation in the default Kafka quotas plugin section.
