[PROD] Enable Freshmaker for Streams bundle generation

      The biggest hurdle for using Freshmaker for Streams is finding a way that Freshmaker can cleanly:

      (1) Bump CSV, `replaces` and `skipVersions` numbers on rebuild

      (2) Pin pull specs

      Potential solutions in how to accomplish these things with existing automation are discussed in detail in the comments of the Jira here [1] This task will involve investigating discussed options to see if they are viable and if so, make required changes so that we can leverage Freshmaker for bundle generation.
