[QE] Add TieredStorage to the long-running environment

      We should add TieredStorage to skodjob and the whole scenario, to properly test this functionality (together with the upgrades of Strimzi, OCP, etc.).

      Instead of the LocalTieredStorage plugin, we should use Aiven's TieredStorage plugin for AWS S3 (https://github.com/Aiven-Open/tiered-storage-for-apache-kafka).
