Currently, in case that we are running tests with KafkaNodePools (which is the default mode), we are creating broker (or mixed - if we have KRaft enabled) NodePool inside our ResourceManager. That is not a good practice and we should have creation of resources visible inside of the tests (and not have it hidden somewhere not related to the resource).

For fixing this, we will have to create a mechanism, that will convert the NodePools based on running mode - ZK without NodePools, ZK with NodePools, KRaft - and return correct list of these. Also, creation of NodePools will have to be added directly to every ST.
