[QE] Enable KRaftStrimziDowngradeST when possible

      In Strimzi#9442 tests for KRaft to KRaft upgrades were added.

      But because there wasn't any version that would support the KRaft to KRaft upgrades/downgrades before, the KRaftStrimziDowngradeST is disabled now.

      Once there will be Strimzi 0.39.0 version (that supports KRaft to KRaft upgrades/downgrades), we should enable this testsuite.
