The UnidirectionalTopicOperator feature gate should be promoted to beta and enabled by default.

The original proposal expected it to be introduced in Strimzi 0.35 and promoted in Strimzi 0.38. But it was introduced only in 0.36, so it would be promoted in 0.39 if we follow the original range.
