Exposing migration metrics via the Kafka Agent

Based on the corresponding Strimzi proposal, there are some metrics that can be used by the cluster operator in order to get the current status of the metadata migration when it's actually running on KRaft controllers.

Those metrics could be exposed by the Kafka Agent through a dedicated endpoint.
