In https://github.com/strimzi/strimzi-kafka-operator/pull/9106 I started with IPv6 support but there were parts where we needed to change it a little bit. Especially in the local registry. When we test on IPv6 we need to also to make sure we have the IPv6 local registry correctly setup with the kind cluster.

This JIRA aims to implement IPv6 support for KIND with also IPv6 local registry. This would also cover the DUAL stack I assume.
