We should add upgrade / downgrade tests with the StableConnectIdentites. upgrade should be from disabled feature gate (or not supported) to enabled. Downgrade from enabled to disabled (This will be possible only from 0.35.0 since dongrade to 0.33 or lower requires the user to manually disable the FG.)
