Enable Cruise Control system tests after Cruise Control fixes support for Kafka 3.3.0

      In #7267 we disabled the Cruise Control system tests because Cruise Control does not support Kafka 3.3.0. Once the support is added, Cruise Control should be pdated and the tests re-enabled.
