After having added the Cruise Control add_broker/remove_broker endpoint in the operator and allow the user to do rebalancing on scale up and down by manually creating a KafkaRebalance resource, the next step is about adding more automation so doing the rebalancing automatically when the user just scales up or down the cluster without taking care of any KafkaRebalance resource.
