The RBAC Scope option was originally introduced to allow Strimzi run without cluster-wide permissions - without things such as ClusterRoles etc. But it is not used anymore. In some of the places such as node ports or rack awareness, this was never used because these need the permissions if they are used and ignore them when they are not used. For the Entity Operator, we now create Roles / RoleBindings anyway. So again, it is not needed there anymore. The option does not seem to have any documentation either. So I think we can just remove it to clean-up the code base a bit.
