[DOC] Some internal links do not work in the docs

There are some internal links in the docs which do not work. One of the examples are the links in https://strimzi.io/docs/operators/latest/using.html#cluster-recovery-volume_str which should point to the PVC naming sections. It looks like constructing the links like this does not work properly:

* xref:ref-persistent-storage-{context}#pvc-naming[Persistent Volume Claim naming]
* xref:ref-jbod-storage-{context}#jbod-pvc[JBOD and Persistent Volume Claims] 

The anchor part (e.g. #pvc-naming) seems to be cause of the issues. 

This should be checked also on other places, as this might not be the only one where this construct is used.
