[DOC OCP RHEL] Scala 2.13 doc changes

Scala 2.13 will impact users running Kafka Streams API Scala applications.

We currently provide the Kafka stream scala dependency in our Maven repo. For the last release (1.8) we provided the scala 2.12 - kafka 2.8 version. For this release (2.0) we are only providing the scala 2.13 - kafka 3.0.  

Any customers upgrading to the AMQ Streams 2.0 Kafka Streams Scala dependency will need to be made aware that this will not run with Scala 2.13 not 2.12 like the last release.
