Topic Operator fails to create a topic when replica or partition count is decreased

The problem was that there was a topic X where someone tried to decrease the replica or partition count ... don't remember exactly ... so the TO was throwing an exception for it which is expected.

But it seemed that this issue blocked the reconciliation of the topic Y
