Move to Java 11 language level

      Following the Move to Java 11 proposal, we should do the following steps as part of Strimzi 0.21.0:

      • Change the language level to Java 11
      • Remove the Java 8 CI builds
      • Update all build documentation (HACKING.md, etc.) with regards to the changes described above
