[oauth] Add refreshing of authorization grants to Keycloak Authorizer

    Description

      Currently, the authorization is loaded only when the connection is opened. That means any changes to the rights will not affect any existing connections. There needs to be some refresh interval etc. to make sure the right get updated periodically.
