Rewrite TO to use Kafka storage for its own records

TO is currently using Zookeeper to store its own data. This is needed for the 3-way diff and bi-directional synchronisation. Once Zookeeper is removed from Kafka, we will need to replace this storage with something else. One of the ideas might be to use compacted Kafka topic as a storage, but there might be other ideas as well.
