The TO was originally written with the expectation that delete.topic.enable=true. When delete.topic.enable=false the the KafkaTopic CR is deleted the TO logs errors and the CR is not re-created as is documented (in https://issues.jboss.org/browse/ENTMQST-1040).

The TO should not log errors and should re-create the CR as described. We should also ensure the test coverage for delete.topic.enable=false is as good as delete.topic.enable=true.
