Management Tools Fail After Upgrade to 1.10.7 and Proton 0.37 on RHEL 8 - RHEL 7 image bulid

      Upgrade / install interconnect 1.10.7 and python3-qpid-proton 0.37 on RHEL 8. 

      qpid-dispatch-*-1.14.0-6
qpid-proton-*-0.37.0-2

      Start the router and attempt to run a qdstat -l command on the host.

      An error message matching the one in the description results.

      On RHEL 7, the router installs with an earlier version of 1python-qpid-proton (0.33) and does not show this issue.

      When running qdstat after upgrading the interconnect router on RHEL 8 We see a python error returned when trying to run qdstat:

      AttributeError: 'str' object has no attribute 'path'

      similar to the issue described upstream in https://issues.apache.org/jira/browse/DISPATCH-1913
